Tree Protection Bylaw Annual Tree Removal Permit Statistics 2025

The data includes ward by ward information on:
- number of permits issued including the regulatory basis for granting removal permits under the by-law
- number of permits denied
- City trees regardless of its size (any tree, including a boundary tree, that is located completely or partially on municipal property)
- All distinctive trees on private properties 1 hectare or less in size, or on property greater than one hectare with an existing condominium or multi-residential development, where distinctive trees are defined as:
o Trees measuring 30 cm or more in diameter at breast height within the inner urban area (urban lands inside the Greenbelt)
o Trees measuring 50 cm or more in diameter at breast height within the suburban area (urban lands outside the Greenbelt) The data is separated by project types: Construction not related to infill development: For the removal of protected trees (municipal or private) not associated with development, but that may be associated with smaller scale construction projects (servicing work within the right-of-way, pools, decks and minor additions). Infill development: For the removal of protected trees (municipal or private) associated with low rise residential development that is not subject to site plan control, plan of subdivision, or plan of condominium. Permit issuance: Tree permit application are reviewed by City staff and a decision is render for each protected tree under the Tree Protection by-law.Category: Permit Issued
Definition / Criteria:
Permit has been granted for the removal of a distinctive tree by the Forestry Inspector after the review of the Arborist Report and on-site visit (as required). The permit has been granted under one of the following categories:
Causing structural damage: Refers to damage caused by the tree to property, foundation, roof, underground septic systems, etc.
Condition of tree: When a tree is assessed dangerous, was injured by vehicle collision/mechanical equipment, tree that has reached the end of its life, tree structural integrity (e.g. large cavities, splits, cracks, included bark, etc)
Development: When trees are impacted by a site plan, infill project, pool installation, additions, etc
City Projects: Refers to a tree that requires removal to complete reconstruction, infrastructure modification.
Right-of-way approvals: When work is required for underground Bell utilities, etc
Water Services not related to development: When tree is impacted by water repairs etc

Permit Denied: Requests for a Distinctive Tree Permit that have been denied by the Forestry Inspector after review of the Arborist Report and on-site visit. Reasons to deny a permit may be: tree is healthy, tree is City- owned, etc.)
