GC HR and Pay - Unified Actions for Pay

The Office of the Chief Human Resources Officer (TBS-OCHRO) and Public Services and Procurement Canada (PSPC) have developed seven new mandatory measures to reinforce Best HR and Pay Practices and increase the reliability and consistency of HR data. These measures are intended to improve the accuracy and promptness of pay for employees and help prepare for the future of HR and Pay. Additionally, they will further enhance data integrity for partners across the HR, Pay and Pension ecosystem. Implementation of the first four measures began on July 1, 2024.

Seven Measures to Reinforce Best HR and Pay Practices

  1. Maximize the use of Phoenix self-serve functions (Applies solely to Pay Centre client departments)
  2. Align core employee information in departmental HR systems to pre-defined standards
  3. Hire new term employees for at least seven months, if an extension is anticipated
  4. Have predetermined HR actions take effect the day after a pay day
  5. Apply TBS-OCHRO guidance of what constitutes substantially performing the duties of an EX position for non-EX employees
  6. Update and maintain employee email address and home address in departmental systems
  7. Implement notifications in HR and pay applications
