This indicator presents information from the OECD Questionnaire on Social and Affordable Housing on the characteristics of housing allowances in OECD, key partner and EU countries, and provides details on the rules defining recipients’ eligibility, as well as the types and amounts of costs covered. For the purpose of this indicator, we consider housing allowances to be means- and/or income-tested income transfers to households directed at supporting households in meeting their housing costs (Kemp, 2007; OECD, 2016; and Stephens et al, 2010). Further information on housing allowances is provided under indicators PH 3.1 and PH 3.3.
