This article examines Indigenous engagement in the development of Ontario’s Great Lakes Protection Act and finds that early involvement of Indigenous peoples improved collaboration and relationship-building. However, challenges remained around capacity, funding, incorporating Indigenous knowledge, and recognizing Indigenous rights and governance. The authors conclude that meaningful engagement requires ongoing partnerships, respect for Indigenous knowledge systems, support for Indigenous-led initiatives, and stronger Nation-to-Nation approaches to water governance and decision-making.

This peer-reviewed article examines Indigenous engagement in the development of Ontario’s Great Lakes Protection Act and evaluates whether the Crown’s approach was meaningful, respectful, and consistent with reconciliation efforts. Using interviews, participant observations, and policy analysis, the authors found that while the Act represented progress by involving Indigenous peoples early in the legislative process, significant challenges remain, including capacity limitations, inconsistent engagement practices, barriers to incorporating Indigenous knowledge, and the need for stronger Nation-to-Nation relationships. The article concludes that meaningful engagement requires early and ongoing involvement, relationship-building, recognition of Indigenous rights and governance, support for Indigenous-led initiatives, and greater integration of Indigenous knowledge into water governance and decision-making processes.
