Overview of Homelessness in Toronto Total Estimated Number of People Experiencing Homelessness Based on the 2021 SNA, it is estimated that there were 7,347 people experiencing homelessness in Toronto on April 21, 2021 (Table 1). This includes those sleeping outdoors (including encampments), in City-administered sites (which includes base emergency and transitional shelters, 24-hour respite sites, 24-hour women's drop-ins, and COVID-19 response and recovery/isolation sites), as well as in provinciallyadministered VAW shelters, health and treatment facilities, and correctional facilities.
