Goods movement travel times +   What are we doing? +   What's next? midday (11 am to 2 pm) are relatively stable and steadily increasing with population growth. Since 2020, the City has tracked midday traffic conditions (11 am to 2 pm) between urban centres and core areas using travel time data for 68 origin-destination pairs. The proportion of routes experiencing moderate or greater delay increased from 20% in 2020 to 30% in 2025. Over the same period, the population grew from approximately 148,000 to 168,000 residents. Conditions remained relatively stable in 2025, with 30% of routes experiencing moderate or greater delay, compared to 31% in 2024. While midday traffic delay has generally increased over the longer term as the city has grown, year-to-year results have fluctuated. It is also important to note that travel patterns during the earlier years of this data set, particularly 2020 through 2022, were influenced by the effects of COVID-19 and may not fully reflect long-term travel trends.Travel times during midday (11 a.m. to 2 p.m.) are relatively stable and steadily increasing with population growth. Recent regional goods movement analysis identifies Highway 97 as the primary goods movement corridor and shows that most trucks on the highway are serving residents and businesses rather than passing through the region. With more than 70 per cent of goods-generating businesses located within one kilometre of Highway 97, maintaining access, reliability, and network redundancy on and near the corridor is critical. In 2025, we began the Downtown Transportation Review with the objective of developing an action plan to optimize the efficient movement of people and goods within the Downtown. Work also advanced on the Clement Crosstown Connector, including preliminary design for the first segment from Spall Road to Highway 33. Extending Clement as a major arterial with intersections at Spall Road, Hardy Street, Dilworth Drive, and Highway 33 will provide a parallel route to Highway 97 for local and commercial traffic, easing pressure on the highway and supporting more reliable travel through the Midtown area. In 2026, we will continue advancing the Clement Crosstown Connector through design development to support a future parallel route to Highway 97 and improve network redundancy for local and commercial travel. We will also continue determining next steps for the Highway 97 Strategic Corridor Review with the Ministry of Transportation and Transit, including protecting for the long-term goal of dedicated transit lanes on Highway 97 in Kelowna. Work will also progress on Commonwealth Road to improve emergency access and provide an additional connection that helps reduce congestion on Beaver Lake Road and supports goods movement from the Beaver Lake Industrial area to Highway 97. In addition, work initiated in 2025 to update the Okanagan Gateway Transportation Study will continue, including confirming improvement recommendations, advancing design and costs, and developing a business case framework for future funding opportunities.​
